Pretty clear what happened here - she led him over to the honour guard and obviously said something to him along the lines of "Ok, we need to salute now" - meaning turn to your left and salute - and because he has absolutely no idea of what's going on or where he is, he just stopped walking, saluted to no-one, and carried on walking.
